United Nations Security Council Backs Donald Trump's Gaza Strip Initiative
A Security Council has supported measures presented by the US president for achieving a long-term stability in Gaza, featuring the deployment of an multinational security unit and a potential avenue to a sovereign Palestinian state.
Broad Approval with Notable Abstentions
This measure was adopted by a count of thirteen in favor, with both China and Russia choosing not to vote. America's representative the US ambassador addressed the international body that it mapped “a different path in the Middle East for the conflicting parties and all the people of the region alike”.
Compromise Wording on Palestinian Statehood
Incorporation of mentions to an independent Palestine was the price the America agreed to for backing from the Arab states, who are likely to supply security forces for the international stabilisation force (ISF).
“Interim measures that we embark on today must be executed in accordance with legal norms and respecting Palestinian self-determination,” Britain's representative declared.
Israeli Opposition Continues
Nonetheless, on the brink of the resolution approval, Israeli prime minister Netanyahu reaffirmed his cabinet's adamant opposition to the establishment of a sovereign Palestine, casting doubt on whether Israel will allow the enactment of the internationally endorsed measures.
Main Elements of the Proposal
- Prompt removal of existing limitations on humanitarian aid into the strip
- Establishment of an international stabilisation force
- Steps toward reconstruction and a potential “avenue to Palestinian independence and sovereignty”
Vague Wording and Conditions
The reference to Palestinian statehood was a balanced insertion to an first US version which omitted it. Yet the wording is unclear and contingent, stating only that once the PA has undergone changes and the rebuilding of the strip is progressing, “the circumstances may ultimately be in readiness for a credible pathway to Palestinian self-determination and sovereignty.”
International Feedback
The wording fell far short of the definite pledge to the creation of a sovereign Palestine alongside Israel requested by Arab countries, as well as EU representatives, but in addresses to the chamber after the vote, delegates from those countries said they were prepared to accept the agreement in the interests of continuing the present ceasefire and swift steps to provide for and safeguard the millions of Palestinian people in Gaza.
“Algeria has ultimately decided to endorse of this text, a measure that we approve its core objective, namely the maintenance of the cessation of hostilities and the creation of circumstances allowing the Palestinians to claim their basic entitlements to independence and statehood,” the Algerian envoy announced.
Implementation Challenges
This measure gives comprehensive monitoring control to a “peace board” chaired by Donald Trump, but of uncertain membership. The group has to update the international body but it is not obligated by the wishes of the global organization or by the PA.
Additionally, it requires the establishment of a expert Palestinian panel that is tasked with overseeing routine management of the Gaza Strip and the delivery of services, but it is far from clear who would be involved.
Stabilisation Team Mission
The authority of the ISF empowers it to remove and dissolve fighting factions in the territory, but it is highly uncertain that possible sending countries would consent to engage such factions. No country has yet agreed to sending peacekeepers.
Furthermore the standards for modification of Palestinian leadership, the precondition towards progress on independence, have been unclear.
EU representatives said they considered it urgent that the names of the specialized group to deliver services was agreed as promptly.
